Special Guest Speaker: Doug Love
As a member of the Traffic Calming Committee, I’ve been asked to go to the different Neighborhood Associations and see if they can fund the Neighborhood Speed Watch Program. We have lots of volunteers and Sgt. Ursino views this program as very helpful in keeping the speeds down on our neighborhood streets. The police dept. needs more radar guns and speed sign boards and is asking that the neighborhood associations use their City grant money to buy more units. Sgt. Ursino would also like to see a neighbor step up and head the Speed Watch Program as a “director” of sorts and then be the Sgt.’s liason for the group. The radar guns run $800 each and the sign boards $2000.
Although some of agreed we liked the program, we’re not sure that it is actually deterring speeders other than at that moment when the group is at a certain location. And currently, we have ZERO funds available for this.
Questions raised were: Could we get refurbished/used units? Are there any grants available to get this equipment? Andy brought up Geico…often give cities grants for safety improvements. Have we asked or should we ask the City Council for the funds? Does this program actually work after the group leaves a location? And for how long? An hour? A day? A week? Should we have the City do a traffic study right after the group has been at a location to see if they are making a lasting difference?

Barb handed out the budget. Please look over and see if it needs any corrections. As you can see, there are no funds available this year for the radar equipment and the picnic may put us over.
The paperwork for requesting 2005 grant money is due in late October or early November. Should we request more funds because we are two associations? Andy made a motion to ask the City for the $6,000 and Lorraine seconded. So we will do a request for $6,000 and see what the City comes back with.
Also, every 4 years we are eligible for the City’s $25,000 neighborhood CIP grant. At September’s meeting, we need to ask for ideas from the association on projects they’d like to see get done.
REPORTS
Party in the Park-Lorraine Trosper
Fantastic turnout this year! We had 36 sponsors, 205 runners, made 450 breakfasts and our profit will be about $15,000-$16,000. The Park Foundation now has about $115,000 in its Treasury. The t-shirts were a disappointment however. The back screen printing was too small, hard to read. Will do better next year on them. We had extra shirts, so each of the Exec. Board members can have one.
NA Insurance issue- Laura Seitz
Finally received quote from Marsh. Can do a NA annual policy for $500-$750. Will get specific
policy info to Bruce as soon as possible. May have to purchase soon for the Lk Wash Methodist Church is wanting us to show proof of insurance in order to keep meeting there. We will not have NA insurance for the picnic.
The City has acquired most of the parcels behind the Safeway between 122nd and 124th. The planning begins Fall 2005, designing by mid 2006 and finish 2007? The budget is currently $400,000. Still waiting for a few more parcels to become available. Will be asking the neighborhood association for name suggestions since we already have a “South Rose Hill Park” off NE 70th.
Seems the committee whittled down the original 10 sites to just 5 sites for a possible “pilot program”. Those 5 are: Crestwoods, N.Kirkland Comm. Ctr, Terrace Park, Snyder’s Corner and Juanita Beach. The pilot program would be very short term and the size of the area to be used would be about 100’x100’.
Sidewalk Board/Bond Committee- Jeanette Simecek
Attended the first meeting about Kirkland Sidewalks. Seems this committee will become the Bond Committee, like the Save our Parks committee in 2002, and try to get this issue out on the ballot in 2006. Not sure at this time if I will continue with this, but did bring up the special issues of sidewalks confronting this equestrian/pedestrian neighborhood.
Dave Asher had sent out a letter concerning the City’s idea of narrowing Central Way in Downtown to make it more pedestrian friendly and to slow traffic. Is this a good idea? Do we as an association care or should we care? Should we respond as an association or do on our own? Perhaps will be go over this at September’s meeting and have members respond on their own.
The same will go for the tree ordinance. We should respond individually. Obvious difference in how developers and current owners are treated with regards to number of trees allowed to be cut.
The ditches at the Landfill have been a big problem since Santana got in there and added fill but did not prepare the ditches properly. I will get a small team together of those that are directly affected by the ditches or lack there of, and meet with King County to see if they can be fixed before the rains.
Still waiting for the County OK on the North End Fill project of the ball fields. Taylor is moving forward with the project and dirt is coming in now. The tall piles of rock are gone and leveled. Should be a GO for hydro-seeding by September 15 or so. A little later if they end up doing the North Fill.
Many people were bothered by the “voting by proxy” that occurred at the extra meeting called in July regarding the North Fill of the landfill. A member brought neighbors’ emails with their vote on the issue stating they could not be present. After looking up the bylaws, it was noted that Section 4 clearly states that votes by quorum of the members must be made by those present at the meeting. We will announce at September’s meeting that voting by “proxy” or “email” will not be allowed in the future.
The 116th Street reclassification by the City did NOT go through. The classification will remain the same and the road work that was scheduled to begin is now delayed.
Ben Franklin remodel is underway. We will give a more specific update of that project at the Sept. meeting after we get some info when school starts on August 30.
The picnic committee has been busy working on it. So far, we have only about 50+ RSVP’s from the email that went out. I will send out another reminder to the NA. I visited the North Rose Hill picnic and got some ideas. They have been doing their’s for 9 years. Volleyball was a big hit there. They use some of their City grant money to pay for the picnic. They had a DJ, kid section and food.
For our picnic, we will have tables set up for voter registration, NA info, desserts and others. We will be selling snow cones, playing mush ball and have about 10 items now for the raffle. We have a fire truck coming for the kids to climb on and may have an Aid Unit. So far, it looks like no dunk tank this year. Still working on businesses in Bridle Trails for donations. The schedule for the picnic is:10am-12pm set-up, 12-4pm picnic, 4pm-5pm clean up. Please come and bring all your neighbors!!
