The meeting was called to order at 7:00 p.m.
REPORTS:
TREASURER’S REPORT - Barb Jones passed out proposed 2003 – 2004 budget and the neighborhood association matching grant application. A form with a volunteer hour logs will accompany the application. Barb discussed the grant application and the Board voted to approve applying for a matching grant for 2005 in the amount of $3,500. As mailings still make up a very large portion of the budget, the Board was going to see about another possible bulk mail solution.
FIRST ANNUAL SRHBTNA PICNIC – It was agreed that the picnic went very well. The raffle was a big success with more than $950 of merchandise/services donated. Snow cones were a hit but maybe we could make own ice (ten bags) next year. Jeannette has put together a notebook of the picnic which will help us with the annual event. The date for the annual picnic will be set as the last Saturday in July and the Picnic Committee Chair will be someone from the Executive Committee. Picnic supplies could be a position on the Picnic Committee, and planning meetings should be bimonthly, starting in January. Next year’s location may have to be Lake Washington High School (and might need to be booked now?) Suggestions for future picnics included a timeline for the planning committee with key dates, etc. It was suggested to have better signage at the picnic and more games/balloons/ bubbles. Other suggestions included a manned check-in table, a neighborhood map with pins to mark your house, and the hours should be noon to 3:00 p.m. (not 4:00 p.m.). Suggestions from email included having popcorn and cotton candy. There should be additional advertising for the picnic. The picnic was featured on Channel 21 and on the website, but next year we’ll be able to add pictures. Also next year, we will need an official photographer and the date of the picnic should be announced at all the general meetings.

UPDATES
HOUGHTON LANDFILL – The Santana sign is down and the ballfield is being worked on. Topsoil and ditches are going in this week. The north side of the site will be done next year because the north side would not have been completed in time. The goal is for Taylor Construction to front the money for fences and the area will be hydroseeded.
TRANSFER STATION - Bruce had a follow-up meeting with MaryAlyce to talk about the transfer station. The City is working with the County to mitigate the
transfer station’s impact with the neighbors. The question is being asked, “If the transfer station stayed here, what would we want?” The Solid Waste Task Force has met and Bruce met with Mary Alyce and Jessica, and a memo has been sent to King County stating that they agree to this Memo of Understanding. The Task Force hopes to hear back from King County by the end of the month.
NEIGHBORHOOD SIGN – Jeanette and Andy reported that the City has come up with two possible locations for the South Rose Hill neighborhood sign, at the SW corner of 132nd and 80th by the fence, or at the corner of 70th & 116th by the condos (beyond the railing). The Board voted 7‑4 in favor of the 132/80 site.
PUBLIC WORKS – Director Jim Arndt is leaving the City to go to Colorado and a going-away party will be held on Thursday, 10/14, from 4:00 – 6:00 p.m.
RECOMMENDATION TO THE COMPREHENSIVE PLAN – On September 21st there will be a presentation regarding the Transfer Station. The Planning Commission had decided a transfer station is a necessity. The equestrian overlay will also be brought up.
TRAFFIC CALMING COMMITTEE – At the last Neighborhood Association meeting, neighborhood residents asked why our Neighborhood Association adds another layer of beauracracy to the City’s neighborhood traffic process. Bruce contacted Doug Love regarding the Traffic Calming Committee and its progress over the last 24 months toward establishing a neighborhood-wide traffic calming plan. There was a recommendation to the Board to change name of the current Traffic Calming Committee to the Speed Watch Task Force and their charter would be the neighborhood speed watch program. The motion was seconded and the vote was 10-0 in favor of the recommendation. Ellen McMahon will be notified that the City no longer needs to refer neighborhood people to the Traffic Calming Committee on traffic issues.
ROSE HILL ELEMENTARY TURNS 50 – A 50th birthday celebration will be held on the evening of Thursday, January 27th, at Rose Hill Elementary School.
CENTRAL HOUGHTON NEIGHBORHOOD ASSOCIATION – Bruce will contact the CHNA to see if they would like to come to our Neighborhood Association to make a presentation, and get to know us and discuss issues.
NEIGHBORHOOD ASSOCIATION INSURANCE – The Board will inquire if the City could cover the SRNBTNA for general liability in public buildings that are City-owned.
