REPORTS

Board Election

There is one vacancy on the Board.  The Board has the authority to appoint a replacement.  The Executive Committee meets every other month and is where the leadership of the Association is grown.  The SRHBTNA expanded the original three board member positions to six.  Bruce made a motion to replace Imeria Schuler, who has moved from Kirkland to Gig Harbor, with Jeanette Simecek.  The motion was seconded and approved.

There may also be other openings coming up.  Announcements of upcoming elections will be made at the January and March election.  Upcoming City of Kirkland Board openings and the process for filling them was discussed as a way of increasing N.A. representation on City of Kirkland Boards.  This could be a discussion at an upcoming general membership meeting of the N.A.

UPDATES

Dogs and Parks Committee is disbanding and there will be one last report to the Park Board on December 17th.  The recommendations will be given to the City Council.  In the future, dog owners will be taken into consideration in park planning.

Honda of Kirkland – Bruce will make a speech to the City Council representing the Neighborhood Association and our N.A. position opposing the Honda expansion.  The meeting will be at 7:30 p.m. on Tuesday, December 9th.

Janice Soloff of the City Planning Staff will be presenting the design standards for the 85th Street Comprehensive Plan to the Planning Commission early next year.

Sound Transit/85th Street – There will be a meeting next Thursday to discuss lighting standards.

I-405 is moving to the next phase environmental process.  They have started the 5% design.  The scoping was going to include appointing a Citizen Advisory Committee and representatives to the Committee are being sought.  It was discussed that a N.A. member should be on this committee.  Laura Seitz will look into serving on this committee.

Traffic Calming Committee – Police Officer Mike Ursino rejected many ideas of the Committee but was in support of neighborhood policing.  This is where we get volunteers to stand out with a radar gun.  (Lorraine and Jeanette have been doing this for three years.)  Letters would be sent and, in addition, signs would be posted in the neighborhood.  Officer Ursino thinks that a few people giving a commitment of six hours per month would have an effect.

N.A Finances - It was suggested to come up with a more formal budget with four or five categories.  The City grant amount will stay at $3,500 and we need to spend the grant money in the same year it is received.  The website costs $30 month, the private mailbox runs $30 a quarter, and the rest is spent for mailings.  Since mailings are our biggest expense, it was suggested to just fund two mailings; in May and September.  For the other meetings, we would send email notifications and mail to those on the roster who don’t have an email address with the possibility of adding more information to our mailings.  Other ideas to publicize N.A. meetings included real estate newsletters, PTSA newsletters, sending home meeting notices with kids from Ben Franklin and Rose Hill Elementary, and banners.  Notice can be added to the newsletter to see if a neighborhood business can sponsor our newsletter.  A January mini-mailing will be done with the regular notice format, but a newsletter format may be reviewed at the February Executive Committee meeting.

Picnic - Anneliese at the Methodist Church will be contacted to see if they would host the Neighborhood Association picnic and if the date is open (August 28th).  Our mailing could include both the September meeting notice and the picnic announcement.  Channel 21 does run our meeting notices so we can add our picnic notices.

A sound system would be priced to see if it would be feasible to purchase for use at the N.A. meetings and the picnic.
