Announcements

 

Bridle Trails Park Closure- A person asked if we would be discussing at this meeting?  No. It is not on the agenda right now.  Jessica asked for suggestions for what people can do.  

 

LW Saddle Club contacted legislators on this issue.   A list was passed along with legislator names. There are also 6 parks commissioners- names were given. Lorraine passed out information on how to contact legislators and had a sample letter.  Call Lorraine.

 

Kennel Proposal -A kennel proposal along 132nd in Bellevue was reported.  Just south of NE 60th on east side.  No comments were received.  Being reviewed by city of Bellevue.

 

Vacancies are available on several boards. Due Thursday. Contact Bruce.

 

The March 26 Traffic Control meeting was announced.

 

The RHPTA announced the Apr 4-5 Wizard of Oz production together with Studio East.

 

Neighborhood Association Bylaws Amendments

 

Two major bylaw changes:

 

  1. Past President becomes ex officio board member
  2. Vice President is no longer the president elect, but would serve as other officers with no future obligations.

 

There was no discussion.

 

Taste Kirkland Race

 

The organizers (Bob Wicks) are expanding the race event into a race weekend.  On Sat 14th of September there will be a triathlon. On Sunday there will be a half marathon run that follows the same route. They passed out a notice of the times and route. The race will be clockwise; so one direction of traffic will be disrupted during the races. The times would be around 8:30-11:00 am for the marathon. For the Triathlon, the times would be around 8:20 – 10:00 am. Large pink signs and lime lines mark the course.   There are opportunities for the NA to man a water stop.  A letter will be sent out to residents 2-3 weeks ahead of time.

 

Question: What about churchgoers?  Counter-clockwise traffic will be open at all times. It was requested that the organizers send the announcement to all of the churches that are affected. 

 

The NA will write a letter of support. Contact the chamber or Kari Page at the city if you have any questions.

 

 

Neighborhood Connections Grant Results

 

Kari Page handed out the results of the grant ballots. A total of 267   ballots were received.  70 original requests were received.  The crosswalk at NE 75th and 132nd Ave NE was the top vote getter.  The city will first look at traffic islands rather than flashing lights.

 

Some of the other ideas can be used in the future for matching fund amounts ($3500 per year).  

 

Kari also announced that she has brought ‘hot’ sheets of public and private developments. The NA will review these.

 

North Rose Hill – Position on Honda Dealership Expansion

 

Karen Tennyson of NRHNA gave a report on this proposed expansion.  The NA agreed to support NRH with their position.  Karen reported that the proposal was to expand to the north. The issue came on the heels of the NE 85th study that wanted no more encroachment into neighborhoods.  The 85th Corridor recommended no more commercial creep.  This flies in the face of this plan. Issues include:

 

·         Views from adjacent houses

·         Encroachment- sets a precedent for other property owners?

 

The neighborhood’s position was given to the Planning Commission.

 

Questions: 

 

We can’t make zoning decisions based upon specific development proposals. Many properties are very similar and will be under pressure to rezone.

 

Jessica asked for a motion to support the NRHNA plan, which is to stay with the principles adopted as part of the NE 85th Plan to oppose commercial creep.  The motion was seconded and approved unanimously.

 

Issues for City Council Meeting on April 9

 

The City Council will meet with the NA for the first time on April 9, 2002. Jessica recounted how the 85th corridor study genesis started at a previous council meeting.

 

Mary Alyce Burleigh said that the city will send out cards to neighbors. She asked about various format ideas. One or more groups?  One group seems to be the preference. Jim Lauringer wants limited staff involvement.  He wants to know about neighborhood as well as citywide issues.  He also announced the council retreat this Friday in LaConner starting at 9:30 ending Saturday at noon.

 

We should write a letter regarding the desired format:

n      Single group

n      Council presentations, not staff

n      Facilitator (typically Larry Springer- Jessica volunteered to help)

n      Briefly summarize comment cards and response from staff in writing (as a handout)

Tonight the purpose is to identify major topic areas to discuss with the council.  These topics will be given to council ahead of time.  The NA would engage in a dialog with council at the meeting.

  4. I-405 and SR 520 Proposed Improvements

  6. Process and land use issues- how the NA can be brought into the process earlier.
  7. What decisions can the city council make vs. delegation to the Planning Director?
  8. Tree preservation

Tennis Club- No report

 

Treasurer- should be getting 2002 grant; $324 in bank

 

Kirkland Alliance of Neighborhoods- Neighborhood meeting tomorrow night.  Materials available at meeting tonight from Kari.  Meeting one hour early to discuss neighborhood picnics.

 

Transfer Station- nothing new.

 

Jessica announced on May 14 we will have our annual meeting with elections.  Nominations go to Lorraine or other members of the nominating commission. Dave Ramsay will give an hour discussion on the state of the city.

 

Ray and Pat Schlienz will take over review of land use proposals that are sent for our information and will report to the executive committee.  Volunteers are needed to help in this effort.
