Parking:
There have been many community concerns regarding parking
Kirkland does not expect parking to be a significant problem due to monitoring/mitigation provisions built into project approval (see below)
A Transportation study was done, and there are some enforcement mechanisms (see below)
Code enforcement can ease the spillover concerns
Private Enforcement by Modera is expected
Specific complaints have to be made by neighbors via Our Kirkland
Fines can be levied for not parking on site
Studies can be triggered at 90% occupancy / 2 years of operation
Spillover studies, Vehicle ownership report, Peak hr study etc
Residents shall to escalate to the City (if issues arise that are not already addressed in project conditions), and City will have to hold Modera accountable for changes and trigger the studies and resulting actions
Highlights:
The Transportation Impact Analysis is included from Pg 39 onwards (Table of Contents on Pg 40) with Summary & Mitigation section on Pg 73
Pg 30 and Pg 73 of the SEPA pdf (images below) estimate 1,420 extra daily vehicle trips (Although Pg 333 suggests 249 PM peak person trips)
In addition to the 117 morning and 115 evening peak hour cars, the study estimates 5 truck deliveries a day (for their 5400 / 7000 sf of retail) and 3-5 move-in, move-outs each week (Pg 30 of SEPA pdf)
Pg 335 & 336 (last 2 pages of SEPA pdf, images below) details Modera's Transportation Management Plan, which includes:
Making a vanpool available for staff and giving ORCA cards and transit money to at least 20 residents if the peak hour traffic is MORE than 174 trips
A subsequent study to be conducted 2 years after implementation or at 90% occupancy
Provision of secure bike parking (1 in 12) with 50% of them to NOT require lifting, as well as visitor bike parking as well (4 racks).
Provision of 5 shared bicycles for resident use (will staff maintain them in working condition ?)
Provision of basic equipment for bicycle maintenance and basic repair for resident use, and classes in safety and bike maintenance etc.
General parking is to be unbundled from the lease and at a rate of $108 per space, or market rate (whichever is higher).
The definition of a Building Transportation Coordinator position
If there are complaints from spillover parking, then a study must be conducted (Modera would need a way to register neighbor's complaintsin some visible manner for resolution action!
